International Code Council & Center for Offsite Construction (CfOC)
National Organization(s)
Chaired the ANSI-accredited consensus committee co-authoring the nation’s first open-source modular interface standard.

The CfOC–ICC-1220 Standard establishes technical specifications for mechanical, electrical, plumbing, and data couplings that enable plug-and-play integration of prefabricated modules across manufacturers.

Oversaw multi-stakeholder drafting sessions, technical subcommittees, and cross-sector alignment between building codes and industrialized-construction practices.

The standard will serve as a foundational infrastructure for a configure-to-order housing marketplace and future interoperability within modular manufacturing.
2025
Convened and chaired the national task force charged with evaluating the feasibility and framework for a new offsite-construction-specific university degree accreditation body.

Led representatives from industry, academia, and professional associations in developing the MBI–CfOC Accreditation Task Force Report (August 2025), which recommended the establishment of a 501(c)(3) nonprofit accrediting entity to recognize programs preparing a new category of manufacturing-informed design professionals.

Oversaw synthesis of research, stakeholder engagement, and governance recommendations now informing national policy and institutional implementation. Final Report, here.

Made presentations and contributed to committee focus of:
  • identifying viable existing integrated systems and manufacturing processes that can be applied to ABC;
  • addressing the top obstacles to scaling ABC supply related to systems manufacturing;
  • adapting technology design, production, and installation practices to enable integrated ABC offerings.
2023 - 2025
Informed the development and execution of ABC construction workforce studies covering capacity, productivity, and worker experience of ABC in comparison to traditional construction; provide feedback on, as well as useful case examples for, ABC narratives around workforce;
Proposed and discussed opportunistic engagements for the Collaborative around ABC-relevant workforce development and placement.

Identified major obstacles to the flow of efficient capital required to scale ABC (including use of UCC-based security for modular construction lending), financing solutions with the greatest potential to scale, other risk mitigation solutions that address lender concerns, and strategies for industry stakeholder collaborations that can scale capital availability for construction manufacturing and ABC activity.
